　　DecidestomakethefollowingrecommendationsforconsiderationbynationalGovernments，theCommissiononSustainableDevelopmentofECOSOC：
　　Promotesregionalandinternationalcooperationonsafefunctionofnuclearpowerplantbyestablishingregionalnuclearpowerplantinspectorate，
　　Upgradesfacilitiesinnuclearpowerplantsothatitisabletowithstandmoreextremenaturaldisasters，
　　Strengthenspreworktrainingprogramfornuclearpowerplantpersonnel，bywhichtheircompetencyofoperatingcomputersandmachinescanbeensured。Strengthensradiationmonitorysysteminandaroundnuclearpowerplantsandmakequickresponsetounusualdata，
　　Employsradarandselfdefensesystemtonuclearpowerplants，inordertotacklesuddenattacks，
　　Takesstiffactionstocombatillegaltransportationofnuclearsubstanceandencouragerelevantnationstostriketraffickingofnuclearmaterialbyenhancingboardercontrol，
　　Believesthatnuclearweaponisamassivedestructiveweapon。Encouragecountriesthatdonothavenuclearweaponstoabandontheirintentiontoattainnuclearweapon，inresponse，theinternationalcommunityshouldprovidenecessaryhelp，including：
　　food，commoditiesandfundstopromotepoorlivingconditionsindevelopingcountries，
　　compensationoperationmentionedabove，itshouldbeconductedinagradualmanner，thatistosay，thewholeoperationshouldbepidedintoseveralsteps，whenacountryhascompleteacertainstep，internationalcommunityshoulddelivercorrespondentcompensation，
　　StrengthensthepowerofSC（securitycouncil）inordertotakeeffectivemeasuresindealingwiththesupervisiononcountrieswhoownsnuclearweapon
　　Respectscountrieslegitimaterightstousecivilnuclearpower，
　　Dealswiththewastegeneratedbynuclearreactingprocessproperly。Choosinganidealwayandidealplaceforthestorageofwaste。Trynewwaystoreprocessanddevelopfurtheruseofthesewastes。
　　Donatesmorethroughcollaborationtodigfurtherresearchonhowtoresolvenuclearwaste，including：
　　buryfuelwasteundergroundorundertheocean
　　transporttothespace
　　Promotesthetransparencyandaccuracyofdatasubmittedbymemberstatesandallsourcestocreateabetterbaseforresearchofexperts，UNentities，andmemberstates，tobuildanothereffectivemeanstoevaluatethesituationinmemberstates，
　　SetsupaninformationsharedatabankofnuclearforthepurposeofimprovingtransparencyofCSDanddomesticsituationofnuclearofmemberstates：
　　Thesourcesofdatacomesfromthememberstates，theacademicresearchgroups，CSDandotherUNentities，
　　Ensuringtheauthenticityandaccuracyofdata：datashallbeprovidedwithdetailedreportnecessarytoprovetheauthenticityandaccuracyandlaterevaluatedbyexpertsandinvestigatedbyspecialrapporteurifnecessarybeforeuploadedtothedatabank，
　　Guaranteethesecrecyofsomedata：datawhichconcludethenationalsecurityshouldnotbeblabbed，
　　DailyoperatingofEOSOC：ECOSOCwilltakechargeofthedailyoperationofthedatabankandemphasizethatECOSOCisadatabankneutralandopentoallsourcesofauthenticandaccuratecontribution，

　　Developsadvancedtechnologyofnuclearfacilities。Withthenuclearproblemsandmishapscausedbythelapintechnology，cuttingedgetechnologywhichisneededduringthestorage，transportation，testingofnuclearenergyissupposedtobedevelopedwithnodelay。Nuclearstatesshouldincreaseinvestment，leadingthefundtotechnology，especiallyinselfdependentinnovation，
　　Enhancesthefunctionofnuclearbank，inwhichnuclearfuelandtechnologyarestoredandtheycanbeprovidedforthecountrieswithoutenrichmenttechnology。
　　Consummatesemergencysystem。Everynuclearholdingnationshouldformulateaseriesofregulationsormeasurestofacenuclearemergency，suchasFukushimaDaiichinucleardisaster，Chernobyldisaster，ThreeMileIslandaccident。Setupcontingencyplanandperformmaneuvers，makingsurethatalltherelevantpeoplecanbeevacuatedwhenthereisanemergency，themanagementmethodsareasfollows：
　　Lformulatecorrespondingregulationsaboutscope，pattern，security，andotherstandardsofcivilnuclearenergy，
　　Establishesstrictmarketaccesssystemtoensuretheorderandsecurityofitsuse。Allthecivilfacilitiesshouldbeinspectedcarefully，
　　Increasestheinvestmentincivilnuclearenergy，committedtopolishthelevelofitsutilizing，
